The sculpture commemorates the women of Korea who during World War Two were used as sex slaves to the invading Japanese military forces.  These women have become known as "comfort women".  

Japan had refused to accept formal legal responsibility for the women used as sex slaves during World War Two including Korean, Chinese, Dutch and Australian women. In 2015, an agreement was reached between South Korea and Japan, with Japan offering an apology and compensation for surviving comfort women.
